2023 CLMS National Report Final

The 2023 National Report on Community-Led Monitoring of HIV & AIDS in the Philippines summarizes key findings from patients/clients’ feedback gathered between 13 March and 31 December 2023. The aggregated nationwide data collected through the Exit Feedback Tool (EFT) is based on two key pillars (monitoring focus): The Quality of Service Delivery and Experiences of Violence Harassment, Stigma & Discrimination (VHSD). The former is based on the framework Accessibility, Availability, Acceptability, and Quality (AAAQ), which assesses the overall quality of both health and non-health HIV services. Meanwhile, the latter focuses on identifying and documenting instances of VHSD experienced by persons living with HIV (PLHIV) and key population communities during access to HIV & AIDS services.

The report primarily aims to identify areas for improvement and recommendations for enhancing service delivery and addressing VHSD-related concerns. The data reported should trigger points for advocacy in service delivery practices, policy strengthening and improvement, equitable investments in the HIV & AIDS response, and the achievement of rights-based and people-centered response machinery.

The HIV Community-Led Monitoring seeks to release quarterly reports and monitor impacts through CLMS advocacy.
